The property is in a Special Management Zone of Game Management Unit 54. Special Management Zones are regions outside both Primary and Secondary Management Zones and elk authorizations are issued to private landowners by the department on a ranch by ranch basis. Private property owners who are qualified participants in the EPLUS program are issued authorizations for elk hunts to be distributed by the landowner. These private property authorizations can then be converted to licenses by the hunter who has acquired the authorization. Depending on how the landowner enrolled their property in the EPLUS program, and where that property is located, licenses may be valid for the entire GMU, like public draw licenses, or they may be limited to the ranch boundaries where issued.
